Competitive Sectors Program is prepared and implemented by the Ministry of Industry and Technology of the Republic of Türkiye. As the Program Authority, the Department of European Union Financial Programmes, located within the General Directorate of European Union and Foreign Relations, is responsible for implementing the program.
The Operating Structures are in charge of managing and executing IPA programs based on financial management principles. They have the power to issue tenders, make contracts and payments, and are accountable for reporting. In this regard, our Presidency carries out the following duties and responsibilities.

Entrepreneurship can develop rapidly in Türkiye with local support and mechanisms. Qualities such as recognizing opportunities, managing risks, using resources correctly, taking action, and creating innovation are essential for success. Although Ankara is the second province in Türkiye in terms of registered patents with a rate of 15%, it is inadequate in the operation of local mechanisms such as joint-use R&D infrastructures.
There are 6 different clusters and 17 sectors in Ankara OSTİM Organized Industrial Zone, which includes many entrepreneurs and is an incubation center in Türkiye's industrialization, including aviation, space, chemistry, medical, machinery, and railway. There are 5200 businesses operating in 139 business categories. Ostim Technopark, one of the stakeholders of the ecosystem, has realized the "Mantar Cultivation and Technology Commercialization Center" project for technology-based entrepreneurs and SMEs to continue their R&D studies and produce prototypes. This project was developed in cooperation with 18 universities, 8 technoparks, 12 industrial zones, and 9 technology transfer offices to provide various machinery, equipment, and workspace, as well as training, consultancy, and industry-university cooperation opportunities.
The center, whose infrastructure has been developed with this project, enables SMEs and entrepreneurs to produce projects based on new and creative ideas. To carry out all these activities, the infrastructure includes high-tech machining, additive manufacturing, robotic manufacturing, sheet metal forming, welded manufacturing, and measurement technologies, especially for R&D activities.
SMEs established in the OSTİM Organized Industrial Zone to carry out applied research, prototypes, and mass production can design the prototypes or in-process work they need at an affordable cost, under the coordination of the center. Thanks to the use of the most needed machines with technical expert support, a collaborative working culture will be formed and the learning curves of SMEs will be shortened. The center supports not only the cooperation between SMEs but also the network they will create with technology transfer offices, R&D centers, and other entrepreneurs.
The center has supported 50 SMEs and new entrepreneurs so far. 5 researchers were employed in the supported organizations, and 3 innovative businesses were established. Prototyping and production training was provided to 50 SMEs and mentoring services were provided to 70 SMEs within the center. In line with the services of the center, the commercialization of 2 environmentally friendly products and 3 technological designs has already been completed and 5 new ideas are expected to turn into businesses.

As part of the PROTA Prototyping and Commercialization program, 25 companies were chosen to participate in an acceleration program and receive crucial mentoring support. The selection process was based on criteria such as the level of technology and innovation, feasibility, and commercialization potential. The program supported companies with technical and commercialization training and mentoring, resulting in progress in their maturity levels for products subject to commercialization. The mentoring process included in the program lasted 56 hours for each SME company with both Generalist Mentors and specialists who provided support on technical and commercialization matters. In line with the support within the program, all companies rose to a higher maturity level in the TLC, MRC, CRL, and BRL dimensions and approached the commercialization process. Thanks to this program, three companies which are AltiDynamics, Teknoprom, and Metapax successfully issued their first invoices, marking tangible progress. Also, Ayanlı Yazılım company has received product pre-orders successfully. The program has provided invaluable support to companies like Teknoprom, Metapax, and Plankton Marine Technologies, enabling them to develop innovative products that are both adaptable to market needs and commercially viable. Some of the standout innovations from these companies include Teknoprom's activated carbon air filter, Metapax's unique acoustic isolator, and Plankton's smart underwater waste collection device. With its targeted outcomes of promoting the commercialization of technologies and fostering the creation of new businesses, the PROTA Prototyping and Commercialization program continues to make significant headway toward its goals. Overall, the program has been a critical driving force in supporting the growth and success of innovative businesses in the technology sector.
As part of the "Competitive Sectors Program," which is supported by the European Union and the Republic of Turkey and led by the Ministry of Industry and Technology, the PROTA Technology Manufacturing Center was inaugurated on November 1, 2023. The center, financed with 5 million euros, is located in Ostim Technopark. In the center, where high-tech machinery and equipment are located, SMEs, technology-developing companies, and entrepreneurs are supported in areas such as training, mentoring, product design, and prototyping. The center assists with all stages of business ideas, product development, and commercialization. Minister of Industry and Technology, Mehmet Fatih Kacır, stated that an investment of around 5 million euros will contribute to the technology industry ecosystem of OSTİM. This will mainly focus on areas such as design, prototyping and commercialization, which is currently providing services to over 6,500 companies and has created over 65,000 jobs.
As part of the event, entrepreneurs came together with investors and made presentations about their products and services. Each entrepreneur answered the questions of the participants after their presentations.
The GCIP Türkiye 2023 Accelerator Award Ceremony was held with the presence of Minister of Industry and Technology, Mehmet Fatih KACIR, TÜBİTAK President, Prof. Dr. Hasan Mandal, and UNIDO Türkiye President, Süleyman Yılmaz. The program is part of the Global Clean Technologies Entrepreneurship Program (GCIP), which focuses on promoting clean technology solutions. The accelerator program aimed to prepare startups for national and global markets. 12 successful teams showcased their products and technologies and were awarded a 1-Year PROTA Membership.
